Chief Dixon started his career with the Federal Bureau of Investigation in 1972 in Tampa, Florida. After being assigned to several divisions and numerous national and international cases, he retired from the FBI and became Chief of Police in Lake Charles, Louisiana in January 2002. Chief Dixon has a Bachelors Degree from the University of South Florida in Tampa and is a graduate of LEEDS 47th session. He has been involved in numerous training programs and was certified by the FBI with the prestigious FBI Master Police Instructor Award prior to his retirement.

Chief Dick Thomas started his law enforcement career upon discharge from the US Marine Corps. In 1972, he began his police career for the City of Omro, Wisconsin before joining the Beloit, Wisconsin Police Department in 1974 where he served in various capacities until his appointment in 1998 as Chief of Police. Dick retired as police chief in 2003 then worked for the Wisconsin Department of Justice Training and Standards Bureau as an Educational Management Consultant. He was instrumental in developing distance learning programs for Police middle managers, upper level managers and Police CEO’s. In 2005 he was appointed Chief of Police for the City of Port Washington, Wisconsin.

Dick holds a Bachelor’s Degree in Criminal Justice from the UW-Platteville and is a graduate of the FBI National Academy, 137th session, Northwestern University’s School of Police Staff and Command, 16th session, FBI LEEDS, 43rd session. Police Executive Research Forum’s Senior Management Institute, 17th session and the Wisconsin Department of Justice Problem- Oriented Leadership Institute for Chief Executive Officers, 4th session.

Sheriff Ozzie Knezovich started his law enforcement career in 1990 serving several communities in Washington and Wyoming, and was appointed to the position of Spokane County Sheriff in 2006. During the 12 years prior to his appointment as Sheriff, he held numerous management positions within the agency in Patrol, SWAT and the training office.
 
Sheriff Knezovich is co-chair of the Washington Association of Sheriffs’ and Police Chiefs’ Accreditation Committee and also sits on the State of Washington’s Criminal Justice Training Commission’s Basic Law Enforcement Standards and Education Board. He manages Spokane County Detention Services which includes the Spokane County Jail and Geiger Corrections Center, and is also the director of the County’s Department of Emergency Management.

Chief Dappen started his law enforcement career in 1977 as a patrolman with the Vero Beach Police Department, where he has worked his way up through the ranks. In September of 2005, he was appointed Chief.

Chief Dappen has a Bachelors Degree in Management fromBarry University. He is a graduateof the Southern Police Institute 76th Administrative Officers Course and advanced Administrative Officers Course in Louisville, Kentucky. He is also a graduate of the 199th session of the FBI National Academy in Quantico, Virginia and a 1999 LEEDS graduate in Destin, Florida. He is a member of the IACP, Florida Police Chiefs Association, Vero Beach Exchange Club, PERF and is currently President of the Treasure Coast Chiefs and Sheriffs Association.

Jon Zumalt is Chief of Police with the City of North Charleston Police Department. Chief Zumalt began his career in law enforcement in 1980 when he joined the Wichita Kansas Police Department as a reserve officer. This was the beginning of a 21 year career with the Wichita Police Department where he held command positions in Patrol, Training, Special Operations, Technical Services, Internal Affairs and Special Investigations. Jon became Chief of Police for North Charleston in December 2001. On July 1, 2005 Mayor Summey assigned Jon the duty to provide administrative coordination of the Police and Fire functions.

Chief Zumalt holds a Masters Degree in Administration and is a graduate of FBI-LEEDS Seminar, session 47. In 2005 he was elected to the Executive Board of FBI LEEDA a national organization of 4000 police leaders. He is a member of the Police Executive Research Forum (PERF) International Association of Chiefs of Police (IACP), South Carolina Police Chiefs Association, and Chair of the Regional Advisory Council for the NIJ National Law Enforcement and Corrections Technology Center – Southeast Region. Chief Zumalt chairs a committee of Public Safety Leaders that are consolidating Charleston County 911 emergency dispatch operations.

Chief Tom Stone began his law enforcement career in September, 1966, and served in various law enforcement positions in Virginia and Metro Dade, Florida. Chief Stone was appointed Chief of Police in 1978 in Virginia and served until 1991, when he relocated to Pennsylvania. Chief Stone is a charter member of FBI/LEEDA and served as its President from 1998-1999. He was named Secretary-Treasurer/Executive Director of the Association in 2001. Tom has a BS degree in Public Administration.

Supervisory Special Agent (SSA) Charles E. Robb, Jr. is a member of the Leadership Development Institute (LDI) of theFBI Academy, at Quantico, Virginia. SSA Robb, who joined the FBI in 1985, is the Chief of the Community Leadership Development Unit. SSA Robb has been a member of the LDI since December 2001.

PSSA Robb holds a Bachelor of Science (1978) degree from Youngstown State University and Master of Education (2004) from the University of Virginia. SSA Robb is an Adjunct Professor for the University of Virginia.
